{"id":5734,"date":"2019-07-25T17:06:03","date_gmt":"2019-07-25T13:06:03","guid":{"rendered":"https:\/\/ccd.armla.am\/en\/?p=5734"},"modified":"2019-07-31T17:06:12","modified_gmt":"2019-07-31T13:06:12","slug":"the-draft-anti-corruption-strategy-was-discussed-in-gavar","status":"publish","type":"post","link":"https:\/\/ccd.armla.am\/en\/5734.html","title":{"rendered":"The Draft Anti-Corruption Strategy was discussed in Gavar"},"content":{"rendered":"<p style=\"text-align: justify\">On 25 July, the discussion of the Draft Anti-Corruption Strategy of the Republic of Armenia and its Implementation Action Plan for 2019-2022 was with participation civil society organisations was held in Gavar.<\/p>\n<p style=\"text-align: justify\">The discussion was organised by the Armenian Lawyers\u2019 Association, CSOs Anti-Corruption Coalition of Armenia and the Ministry of Justice of the Republic of Armenia within the framework of EU funded \u201cCommitment to Constructive Dialogue\u201d (CCD) project.<\/p>\n<p style=\"text-align: justify\">Mr. Karen Zadoyan, Coordinator of Secretariat of the CSO Anti-Corruption Coalition, \u201cCommitment to Constructive Dialogue\u201d Project Manager, in his welcoming speech noted that such documents have always been accepted, but representatives of civil society organizations have never participated in the drafting phase of those documents. &#8220;This is the strategy we expect would make changes in the lives of citizens.\u201d<\/p>\n<p style=\"text-align: justify\">Ms Srbuhi Galyan, the RA Deputy Minister of Justice welcomed the discussion, noting that such platforms are very important for exchanging opinions and coming to conclusions.\u00a0According to the deputy minister, the previous experience has been taken into account when developing the new draft.\u00a0&#8220;It should be noted that we have already had three strategies, which, one can say, have failed to as a result of a number of objective and subjective circumstances.\u00a0First of all, they were developed and implemented in the absence of NGO representatives and did not contain accountability mechanisms.\u00a0That is to say, the main shortcoming of the strategies was the absence of assessment and accountability, there was no method of assessing the outcome.\u00a0Within the frameworks of the strategies, specific areas were mainly targeted, and episode solutions were suggested, which was one of the reasons that those strategies had failed,\u201d she said.<\/p>\n<p style=\"text-align: justify\">Ms Lusine Nalbandyan, Legal Expert of the Armenian Lawyers\u2019 Association, and the \u201cArmenia: Promoting Anti-Corruption Conduct and Reforms\u201d project addressed the Deputy Minister of Justice Srbuhi Galyan saying,\u00a0\u201cWe all are aware that currently the Draft Criminal Code of the RA is circulated, which provides for the institute of liability of a legal person.\u00a0This is one of the international commitments we have undertaken, as well as is an inclusive component in the fight against corruption in the business sector.\u00a0However, there is a clear need to inform business representatives that the introduction of an Anti-Corruption Compliance Program (ACCP) can be a basis for excluding liability of the legal entity.\u00a0Awareness-raising campaigns for business sector should be\u00a0conducted to familiarize them with\u00a0the essence and legal framework of\u00a0the ACCP.\u00a0Also we should not forget that ACCP is essentially a manifestation of anti-corruption education aimed at understanding and cultivating complex anti-corruption values, international standards, ethics and corporate governance.\u00a0Therefore, carrying our awareness campaigns about the compliance program are essentially necessary.\u201d<\/p>\n<p style=\"text-align: justify\">Srbuhi Galyan introduced to the participants the main aspects of the draft: the regulations on corruption prevention, revealing the corruption crimes and anti-corruption education. She also touched upon the issues of Anti-Corruption Commission and Corruption Prevention Committee toolsets, as well as highlighted the importance of inclusive participation of local self-government and civil society representatives in this process.<\/p>\n<p style=\"text-align: justify\">Karen Zadoyan mentioned the existing professional discrepancies on the submitted drafts, referring to the proposed model of the institutional Anti-Corruption Body by presenting the strengths and advantages of the independent anti-corruption agency.<\/p>\n<p style=\"text-align: justify\">Notably, similar discussion has already been organized in\u00a0<a href=\"https:\/\/ccd.armla.am\/en\/5679.html\" target=\"_blank\" rel=\"noopener noreferrer\">Gyumri<\/a>.\u00a0A meeting will be held in Vanadzor soon.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>On 25 July, the discussion of the Draft Anti-Corruption Strategy of the Republic of Armenia and its Implementation Action Plan for 2019-2022 was with participation civil society organisations was held in Gavar.
