On\u00a029 September 2025<\/strong>, the\u00a0Armenian Lawyers\u2019 Association (ALA)<\/strong>\u00a0organized a high-level closing event for the presentation of the\u00a0final report on public monitoring and assessment of the actions to be implemented under the Police Reform Strategy 2024\u20132026 Action Plan for 2024\u20132025 (H1)<\/strong>. This was conducted under the sub-grant program\u00a0\u201cPublic Oversight and Awareness for Effective and Inclusive Police Reforms.\u201d<\/strong><\/p>\n

The event was opened by\u00a0Marat Atovmyan<\/strong>, Vice President of the ALA, police reform expert, and lawyer, who stated that the ALA has always emphasized the role of the police in the state as one of the key links in maintaining public order.<\/p>\n

\u201cAdditionally, the organization has significant experience in monitoring strategic programs. Today, the work carried out in relation to the Police Reform Strategy 2024\u20132026 Action Plan will be presented. It is commendable that within the program it was possible to involve children and youth,\u201d said Marat Atovmyan.<\/p>\n

Within the program, the ALA announced the\u00a0\u201cSpeak About Justice\u201d essay competition<\/strong>\u00a0and the\u00a0\u201cVisualize Justice\u201d art contest<\/strong>, the results of which were summarized today during the event.<\/p>\n

Vahe Yenokyan<\/strong>, Deputy Head of the Strategic Planning, Policy Development, and Monitoring Department of the Ministry of Territorial Administration, expressed gratitude for effective collaboration, the submission of suggestions, and observations.<\/p>\n

\u201cThe Ministry has no fundamental remarks or suggestions regarding the report. We highly value the extensive work carried out by your organization, methodological and content proposals aimed at improving the implementation of the Action Plan. These will be taken into account when implementing our actions,\u201d said Vahe Yenokyan.<\/p>\n

This sub-grant was implemented under the\u00a0Justice Reform Monitoring in Armenia<\/strong>\u00a0program (www.juremonia.am<\/a>). The program is funded by the\u00a0European Union<\/strong>\u00a0and implemented by a consortium of the\u00a0Helsinki Committee of the Netherlands<\/strong>,\u00a0International Prison Reform Organization<\/strong>,\u00a0Social Justice NGO<\/strong>, and\u00a0Institute for Civil Society NGO<\/strong>.<\/p>\n

Gayane Hovakimyan<\/strong>, President of the consortium member\u00a0Social Justice NGO<\/strong>, also expressed gratitude to the ALA for the work carried out and for the well-organized event, emphasizing the participation of youth and children in such an event.<\/p>\n

\u201cIn the past week, we witnessed unfortunate events that violate our perceptions of public solidarity and security. It often seems that children do not feel this, and youth are not involved. They are much more sensitive to such events; we must speak with them, involve them, and highlight them during all reforms and state-building significant activities,\u201d said Gayane Hovakimyan. She also noted that the works presented during the\u00a0\u201cVisualize Justice\u201d art contest<\/strong>\u00a0could have been placed on the Ministry\u2019s website or displayed in the Ministry building.<\/p>\n

She also expressed hope that the monitoring results would be discussed within the Ministry, as well as with the\u00a0Investigative Committee<\/strong>,\u00a0General Prosecutor\u2019s Office<\/strong>, and\u00a0Ministry of Justice<\/strong>\u00a0partners.<\/p>\n

Then,\u00a0Anahit Mardoyan<\/strong>, coordinator of the \u201cSpeak About Justice\u201d and \u201cVisualize Justice\u201d competitions, stated that the announcement of the competitions was initially important to test youth perceptions regarding justice, the police, and human rights.<\/p>\n

\u201cWe received very good and positive feedback, which confirms the success of the competition. We had a large number of participants from the regions, which we highly value. We conducted online informational seminars, and participants received answers and clarifications to their questions. It is noticeable that youth are not afraid to express their opinion, analyze sectoral issues, and propose possible solutions,\u201d said Anahit Mardoyan.<\/p>\n

Each competition had\u00a0three winners<\/strong>\u00a0and\u00a0two special awardees<\/strong>. Participants came from schools, universities, and a college.<\/p>\n
