This was conducted under the sub-grant program\u00a0<strong data-start=\"638\" data-end=\"718\">\u201cPublic Oversight and Awareness for Effective and Inclusive Police Reforms.\u201d<\/strong><\/p>\n<p style=\"text-align: justify\" data-start=\"722\" data-end=\"963\">The event was opened by\u00a0<strong data-start=\"746\" data-end=\"764\">Marat Atovmyan<\/strong>, Vice President of the ALA, police reform expert, and lawyer, who stated that the ALA has always emphasized the role of the police in the state as one of the key links in maintaining public order.<\/p>\n<p style=\"text-align: justify\" data-start=\"965\" data-end=\"1281\">\u201cAdditionally, the organization has significant experience in monitoring strategic programs. Today, the work carried out in relation to the Police Reform Strategy 2024\u20132026 Action Plan will be presented. We highly value the extensive work carried out by your organization, methodological and content proposals aimed at improving the implementation of the Action Plan. The program is funded by the\u00a0<strong data-start=\"2407\" data-end=\"2425\">European Union<\/strong>\u00a0and implemented by a consortium of the\u00a0<strong data-start=\"2465\" data-end=\"2506\">Helsinki Committee of the Netherlands<\/strong>,\u00a0<strong data-start=\"2508\" data-end=\"2552\">International Prison Reform Organization<\/strong>,\u00a0<strong data-start=\"2554\" data-end=\"2576\">Social Justice NGO<\/strong>, and\u00a0<strong data-start=\"2582\" data-end=\"2617\">Institute for Civil Society NGO<\/strong>.<\/p>\n<p style=\"text-align: justify\" data-start=\"2622\" data-end=\"2870\"><strong data-start=\"2622\" data-end=\"2643\">Gayane Hovakimyan<\/strong>, President of the consortium member\u00a0<strong data-start=\"2680\" data-end=\"2702\">Social Justice NGO<\/strong>, also expressed gratitude to the ALA for the work carried out and for the well-organized event, emphasizing the participation of youth and children in such an event.<\/p>\n<p style=\"text-align: justify\" data-start=\"2872\" data-end=\"3428\">\u201cIn the past week, we witnessed unfortunate events that violate our perceptions of public solidarity and security. It often seems that children do not feel this, and youth are not involved. They are much more sensitive to such events; we must speak with them, involve them, and highlight them during all reforms and state-building significant activities,\u201d said Gayane Hovakimyan. We had a large number of participants from the regions, which we highly value. We conducted online informational seminars, and participants received answers and clarifications to their questions. It is noticeable that youth are not afraid to express their opinion, analyze sectoral issues, and propose possible solutions,\u201d said Anahit Mardoyan.<\/p>\n<p style=\"text-align: justify\" data-start=\"4451\" data-end=\"4582\">Each competition had\u00a0<strong data-start=\"4472\" data-end=\"4489\">three winners<\/strong>\u00a0and\u00a0<strong data-start=\"4494\" data-end=\"4518\">two special awardees<\/strong>. During this period, 52 actions were planned.<\/p>\n<p style=\"text-align: justify\" data-start=\"5431\" data-end=\"5782\">\u201cThe strategy was assessed at\u00a0<strong data-start=\"5461\" data-end=\"5475\">two levels<\/strong>: quantitative and qualitative. We identified three areas for qualitative assessment: effective management of human resources and integrity reinforcement, re-definition of community policing, and international cooperation within police reforms,\u201d she noted, and detailed the methodology applied by the ALA.<\/p>\n<p style=\"text-align: justify\" data-start=\"5784\" data-end=\"5885\">Details:\u00a0<a class=\"decorated-link\" href=\"https:\/\/www.youtube.com\/watch?v=iSftYxOYHWc\" target=\"_new\" rel=\"noopener\" data-start=\"5793\" data-end=\"5883\">https:\/\/www.youtube.com\/watch?v=iSftYxOYHWc<\/a><\/p>\n<p style=\"text-align: justify\" data-start=\"5887\" data-end=\"6117\"><strong data-start=\"5887\" data-end=\"5905\">Mariam Zadoyan<\/strong>, lawyer and monitoring expert, presented the second part of the report, addressing community policing, human rights, police guard, monitoring and coordination, public perception, and international cooperation.<\/p>\n<p style=\"text-align: justify\" data-start=\"6119\" data-end=\"6552\">\u201cSeveral important steps have been taken in human rights, but some actions were partially completed. Legal notices were translated into\u00a0<strong data-start=\"6255\" data-end=\"6270\">5 languages<\/strong>\u00a0instead of the planned 10. It is concerning that the languages of Armenia\u2019s minorities are missing, for which Armenia has committed obligations. The mechanism for recording misconduct has been developed, the law amended, but the form has not been approved,\u201d noted Mariam Zadoyan.<\/p>\n<p style=\"text-align: justify\" data-start=\"6554\" data-end=\"6860\">She also addressed the topic of domestic violence, stating that although training procedures, modules, and communication guidelines with victims were developed, they were not provided to the monitoring team, preventing them from assessing the existence of victim-centered and gender-sensitive approaches.<\/p>\n<p style=\"text-align: justify\" data-start=\"6862\" data-end=\"7081\">\u201cThe coordinating council has been established and a meeting held, but operational procedures are not regulated, and\u00a0<strong data-start=\"6979\" data-end=\"6989\">3 NGOs<\/strong>\u00a0participated instead of 4. Reports are not public, which limits transparency,\u201d she added.<\/p>\n<p style=\"text-align: justify\" data-start=\"7083\" data-end=\"7467\">Regarding public perception, it was emphasized that although a strategic communication plan has been developed, no approval evidence was provided, and no data on campaign impact measurement were presented. Regarding international cooperation, Mariam Zadoyan noted that the\u00a0<strong data-start=\"7356\" data-end=\"7398\">Caucasus Barometer 40% target for 2027<\/strong>\u00a0had already been achieved in 2024, before the program was adopted.<\/p>\n<p style=\"text-align: justify\" data-start=\"7469\" data-end=\"7700\">\u201cThe link between international ranking monitoring, image enhancement actions, and public trust growth is not substantiated, while the target indicator had already been reached before the start of reforms,\u201d the expert summarized.<\/p>\n<p style=\"text-align: justify\" data-start=\"7702\" data-end=\"7773\">Details:\u00a0<a class=\"decorated-link\" href=\"https:\/\/youtu.be\/L3-I5FMW7BQ\" target=\"_new\" rel=\"noopener\" data-start=\"7711\" data-end=\"7771\">https:\/\/youtu.be\/L3-I5FMW7BQ<\/a><\/p>\n<p style=\"text-align: justify\" data-start=\"7780\" data-end=\"7999\">After presenting the report,\u00a0<strong data-start=\"7809\" data-end=\"7827\">Marat Atovmyan<\/strong>\u00a0presented recommendations formulated based on the analysis.
