Problem statement
The Government of the Republic of Armenia provides state support to civil society organizations to implement their programs. At the same time, there is no clear consistent policy for financial support, how to determine what programs are funded and how much money will be allocated to NGOs. Also, information on the implementation of the ongoing processes is not available and visible, which does not give conclusions about the effectiveness of funded grants.
The overall goal of the project is to promote the introduction of competitive, transparent mechanisms for grants, donations, subsidies and delegated services to non-governmental non-profit organizations by the state.
The main objective is public oversight and monitoring of the mechanisms for state grants, subsidies, donations and delegated services to non-governmental non-profit organizations.
Specific goals
- To monitor all grants, subsidies, donations and delegated services ( procedures for providing financial support to non-governmental non-profit organizations by all ministries in 2017 as well as the amount, basis, received organizations).
- Develop a monitoring report that will record a non-competitive, non-transparent process of provided grants.
- Represent the results of the monitoring to stakeholders, in particular to CSOs, ministries, government and to develop an action plan.
