On 10 May 2019, a press conference was organised at the Media Dialogue Centre in Gyumri in the scope of the “Governance Efficiency Study in 17 Enlarged Communities” sub-grant project financed by the “Commitment to Constructive Dialogue” project funded by the European Union.
The project is implemented by the “Human Capital Development Regional Centre” NGO.
Leaders of the Akhuryan, Azatan and Marmarashen communities, CSO representatives, mass media representatives, 17 participants in total, participated in the meeting.
President of the “Human Capital Development Regional Centre” NGO, Project Manager Melsida Kikoyan offered opening remarks, presented the project, the work to be carried out within the project and the expected results, noting that in 2015-17 465 communities have been enlarged and 52 communities have been formed due to the administrative reforms implemented in the RA.
450 communities have not been included in the process yet. It amounts to almost half of the communities (915) that had existed before the launch of reforms. The administrative reforms have been partially carried out in the RA.
There are many studies on the 1st and 2nd stages of community enlargement. However, the 3rd stage of enlargement which was the most large-scale and extraordinary in terms of versatility of formed groups (325 communities were enlarged and 34 multi-residence communities were formed in 2017) has not been researched well yet.
At the moment, within the “Governance Efficiency Study in 17 Enlarged Communities” sub-grant project, the “Human Capital Development Regional Centre” NGO evaluates the efficiency of administrative reforms in the 17 communities enlarged in the 3rd stage (through index calculation) and carries out comparison of efficiency of the enlargement models.
Project expert Arsen Abrahamyan presented the project objectives in greater detail and indicated why exactly those 17 communities had been selected.
