“Rainbow” Leaders’ Educational Centre NGO conducted a public Discussion on the topic “Introduction of Alternative, Cost-Effective Models for Pre-school Education: Monitoring in Kapan Community and Communities of Kapan Region” within the framework of the similar project implemented in the scope of the EU-funded “Commitment Constructive Dialogue” project.
Directors of pre-school education establishments of Kapan community, the Deputy Head of Kapan Community Mr. David Hayrapetyan, the Head of Education, Culture and Sport Departmnet of Kapan Municipality, Mr. Henry Baghdasaryan, CSO and media representatives attended the discussion.
In her opening speech, Ms S. Martirosyan, President of “Rainbow” Leaders’ Educational Centre NGO thanked the participants of public discussion for their willingness to cooperate and to implement the idea of the project. She also highlighted the importance of introducing and monitoring alternative, cost-effective models of pre-school education in pre-school educational institutions. She noted that the objective of the project is to contribute to the implementation of the Government’s medium-term expenditure plan for 2019-2021, implementing monitoring in Kapan community and settlements of Kapan. She mentioned that 20 mentors and 25 parents will be trained in the scope of the program.
Additionally, the model of the project will be presented to the Kapan community administration to include it the Kapan community strategic plan.
Ms Lilit Arakelyan, Project expert, presented to the participants the objective of the program:
- Implementing and monitoring alternative models of pre-school education through the introduction of pre-school services in Kapan community,
- Making the alternative models of pre-school education available and accessible in Kapan community
- Trainings of 20 mentors and 25 parent involved in the project,
- Organising public discussion, on the alternative models of available and accessible pre-school education which is a component of the Government’s 2019-2021 Medium-Term Expenditure program, with involvement of education experts,
- To present the project model to include it the Kapan community strategic plan.
She also presented other activities within the framework of the project, financial activities of the project, and conducting studies in 12 pre-school education establishments operating in enlarged community of Kapan city and pre-school education establishments operating in Tsav, Davit Bek, Artsvanikin and syunic rural communities of 4 administrative districts of Kapan.
Ms Anoush Mezhlumyan, the sociologist of the project, presented to the participants of the public discussion the analysis of sociological survey on access to pre-school education, with reference to research goals, research phases, and modular options developed as a result of the research, as well as demographic data of the survey participants. The sociologist also presented the analysis of the results of the focus group discussion conducted within the framework of the research.
Mr. David Hayrapetyan, Deputy Community Head of Kapan also delivered a speech, he thanked the project managers for organising a public discussion on “Introduction of Alternative, Cost-Effective Models for Pre-school Education: Monitoring in Kapan Community and Communities of Kapan Region” and expressed satisfaction for the effective and constructive cooperation between “Rainbow” Leaders’ Educational Centre NGO and Kapan Municipality within the framework of “Introduction of Alternative, Cost-Effective Models for Pre-school Education: Monitoring in Kapan Community and Communities of Kapan Region” sub-grant project.
In the second part of the meeting the focus group discussions with participation of the directors of establishments of Kapan community on “Preparation of a package of sectoral proposals on the alternative models of available and accessible pre-school education which is a component of the Medium-Term Expenditure program, as well as the ways to overcome the existing corruption risks.”
The parties highlighted such meetings in the framework of the project, highly appreciating the importance and effectiveness of the program, as well as expressed willingness to continue the cooperation, highlighting the introduction and use of pre-school alternative cost*-effective models in Kapan community and settlements.
