Commitment to Constructive Dialogue

The Medium Term Expenditure Framework for 2020-2022 and the Applications for Budget Financing for 2020 were discussed at the Prosecutor General’s Office

Ms Lusine Nalbandyan and Mr. Narek Yenokyan, lawyer/experts of the Armenian Lawyers Association NGO, members of the CSO Anti-Corruption Coalition of Armenia and members of the Legal and State Affairs Committee of the Public Council had a working meeting with Mr. Hamayak Navasardyan, the Secretary General of the Prosecutor General’s Office, Mr. Argam Hovsepyan, the Director of “National Bureau of Expertises” SNCO and the employees of the Prosecutor General’s Office. The working meeting was organized in the scope of the EU funded “Commitment to Constructive Dialogue” Project.

During the meeting the Medium Term Expenditure Framework for 2020-2022 and the Applications for Budget Financing for 2020 of the Prosecutor General’s Office were discussed and some observations on cerement programs were made.

Ms Lusine Nalbandyan, expert of the Armenian Lawyers’ Association, welcomed the fact that the targets from the aspect of strategy were separated in the bid. But in addition noted that measures and outcome indicators for achieving these targets were unclear, in particular, the powers of the prosecutor’s office could not form the whole content of the measures implemented within the framework of one program.

Expert Narek Yenokyan suggested revising the philosophy of retraining for prosecutors and enabling them to strengthen their anti-corruption capacities, including training at best international anti-corruption academies.

Mr. Movses Aristakesyan, President of the Coalition member “Economic Rights Center” NGO proposed to be guided by the provisions stipulated by the EU-Armenia Agreement while drafting the budget applications.

The participants confirmed that the meeting was constructive, and Mr. Navasardyan concluded that such cooperation was welcomed, as the experts made suggestions aimed at improving the applications.
