Road Maintenance: Monitoring Report on 6 Enlarged Communities in Shirak, Lori and Tavush

“Compass” Research, Training and Consultancy Center NGO is implementing the project in cooperation with its partners; “NGO Center”, “Youth Cooperation Center of Dilijan” NGO and “Information Systems Development and Training Center” NGO, implemented the “Participatory Monitoring for the Creation of Intelligent Communities in Armenia” project in the scope of the sub-grant provided in the framework of the “Commitment to Constructive Dialogue” Project, which is implemented by a Consortium led by the Armenian Lawyers’ Association NGO.

In July-December 2018, within the framework of the project, a survey was conducted in 6 enlarged communities of 3 marzes of Armenia, which was aimed at assessing the quality of a number of services provided by the community, and assessment of their the cost-effectiveness. Three regions included in the program are Shirak, Lori, Tavush;. In each of them two large communities have been selected as respectively. Akhuryan and Ashotsk in Shirak Region, Stepanavan and Tumanyan in Lori Region, and Dilijan and Noyemberyan in Tavush.

The survey was aimed at evaluating the quality of maintenance of the intra-community roads and services provided by municipalities in selected communities. The monitoring part consists of two components. In the scope of the first component, the assessment of population’s satisfaction was conducted using the quantitative method of surveys based on the quota model. Totally, 902 inquiries were made.  Within the scope of the second component monitoring of the quality of inter-community roads in the enlarged communities was implemented. In all settlements that are part of the enlarged communities, the road sections, sidewalks, kerbstones, drainages, road marks and markings, street safety measures, street cleanliness and improvement were monitored. Overall, about 249 streets were included in the monitoring list.

In selected 6 enlarged communities, random streets were chosen, which were repaired or renovated during the last 1 month and subjected to laboratory testing, in an independent expert company.

The part of the financial analysis of the survey includes the analysis of expenditures in the area of ​​intra-community road maintenance in the six enlarged communities, the formation and evaluation of capital funds created in communities.

Within the framework of the research, a joint roundtable discussion with the International Center for Human Development (in Chatham-house format) was held on the topic of identifying sectoral problems and outlining the solutions.
