Kapan Teachers NGO implemented the “Budget Accessible for Everyone” within the framework of the European Union-supported “Commitment to Constructive Dialogue Project. The research methodology for the report was developed by the Educational Research and Consultancy Center.
The main objective of the project is to enhance the processes of planning, expenditures and accountability of annual budgets in Syunik Regional Public Education Institutions through participatory monitoring and advocacy.
The key need for the implementation of the project stems from stakeholder concerns that transparency and accountability of the annual budget planning, expenditures and accountability processes of the public education institutions in Armenia are not properly ensured. At the same time, it is assumed that the university management and advisory bodies (School Board (SB), Student Council (SC), Parental Council (PC), Pedagogical Board (PB) and stakeholders do not have sufficient involvement and oversight in the processes. This report addresses the issues mentioned above.
Currently there are 118 PEIs in Syunik marz, the number of which is as follows:
- Secondary schools – 75,
- Primary Schools – 37,
- High schools – 5,
- Educational Complex – 1.
As part of the Open Government Partnership Initiative on 31 July, 2014, the Government of the Republic of Armenia has undertaken to develop and introduce a new procedure for the annual budget planning and annual budget reporting of the Institutions. With the support of Civil Society Organizations (CSOs), the Ministry of Education and Science of the Republic of Armenia elaborated the above procedure and the Order N 205 A / C of March 30, 2015, Minister of Education and Science of the Republic of Armenia approved the procedure for “Annual Budget Planning and Annual Budget Expenditure Reporting”.
The survey has been conducted in Kapan, Kajaran, Meghri enlarged communities of Syunik marz (available in Armenian Language).
