Commitment to Constructive Dialogue

Announcement: On holding Online Discussions in the Format of Public-Private Dialogue within the Framework of the Development of the 5th Open Government Partnership National Action Plan

Dear Partner,

We kindly invite you to participate in a series of  “Online Discussions in the Format of Public-Private Dialogue within the Framework of the Development of the 5th Open Government Partnership National Action Plan”. The discussions are aimed at the presentation of the domestic and international overview of the regulations and commitments related to the OGP initiative, with a special focus on measures against the COVID 19 pandemic.

We plan to hold public-private dialogues on the following topics:

  • Health sector, 1 December, 2020 at 15:00 – 17:00
  • Public Procurement Sector, 4 December, 2020 at 15:00 – 17:00
  • Education sector, 10 December, 2020 at, 11:00 – 13:00
  • Social sector, 17 December, 2020 at 11:00 – 13:00
  • Justice and Human Rights sector, 22 December, 2020 at 15:00 – 17:00.

The events are organized in the framework of the “Co-creation Support for the 2020-2022 OGP National Action Plan” project implemented by a consortium of 3 Non-Governmental Organizations “Armavir Development Center”, “Armenian Lawyers’ Association” and “Freedom of Information Center” with the support of the “OGP” Support Unit.

The Open Government Partnership formally launched on September 20, 2011, when the 8 founding governments (Brazil, Indonesia, Mexico, Norway, Philippines, South Africa, United Kingdom, and United States) endorsed an Open Government Declaration, which states that it aims to increase the transparency of government’s actions, promote public participation in the management of public life, and establish more transparent and accountable authorities. The initiative is coordinated by an intergovernmental commission consisting of the 8 constituent states listed above. Currently 78 countries are members of the initiative. The initiative has 20 local members as well.

The aim of the initiative is to actively improve the system of government through the active involvement of civil society, to promote its efficiency, by increasing the level of transparency, reliability and accountability of state-citizen relations. To do this, government and civil society representatives develop action plans, defining clear measures to achieve the goals of the Initiative.

The Republic of Armenia joined the OGP initiative in September 2011. Armenia has already developed and adopted four Action Plans for 2012-2014, 2014-2016, 2016-2018 and 2018-2020. The first three have already been implemented; implementation of the Fourth Plan is in process. Steps are currently being taken to develop the 5th Plan for 2020-2022.

The Independent Review Mechanism (IRM) examines all action plans to ensure that governments follow up on the undertaken commitments by compiling the development, progress and summary reports of the Plan.

You are welcome to submit suggestions for inclusion in the OGP National Action Plan. While studying the national Plans at the above-mentioned links, you can get acquainted with the requirements set for the commitments.
