On July 23rd, a lecture titled “The Systems of Territorial Administration and Local Government in the Light of the Changed Constitution: Existing Challenges, Development Prospects” was held in the Gavar CSO incubator in the scope of the “Commitment to Constructive Dialogue” project. The lecture was followed by provision of personal advice to the Gavar incubator CSOs working in the fields of local government/economy, energy, justice, human rights, public finance management, and other fields not included in the 9 project target sectors.
The training was delivered by Emin Yeritsyan, the President of the Union of Communities of Armenia.
Speaking about enlarged communities, he mentioned that this change had had both a positive and negative effect on the processes of community management. In his words, residents’ opinions on various issues are not taken on board whereas when the community was smaller in the past people’s voices were heard. This seems to be lost in today’s big communities.
As a positive aspect, Yeritsyan mentioned that the level of tax collection has significantly increased during the past years.
