Project Objective:
Monitoring of Territorial-administrative reforms policy in the Local self Government sector – the target of the project (development, review, and advocacy) and ensuring public participation and the increase of public influence in these processes.
Specific objective of the project:
Identification of tow problems in the project target sector of Local Self Government: 1. Current results of enlargement and management efficiency in selected communities and 2. Comparison of the effectiveness of the three consolidation models applied in the third phase of the consolidation of community. Identification and improvement of the monitoring of public policies related to them (development, review, and advocacy) in cooperation with the Local Self Government, state authorities and other actors, ensuring CSOs participation in these processes.
The study will focus on areas such as local self-governance reform, community ownership, development programs and finances, community management, community services, and local democracy.
A comprehensive assessment of the effectiveness of reform in the enlarged communities will be conducted by the indexing, index calculation method.
As a result of performing a measurable assessment of the ratio, it will be possible to have the numerical assessment of the activities of large communities, conduct evidence-based analyzes and develop recommendations.
