For the purpose of implementing the goals and objectives of the project, it is anticipated to carry out an expert review to monitor the process of mass application of law enforcement bodies and courts of choosing arrest of the people allegedly committed crime as a measure of restraint in the public criminal policy area. For this purpose it is anticipated to involve advocates and professional lawyers; send corresponding inquiries to the corresponding authorities for relevant data collection on statistics on departmental decisions on the arrest warrants, and other decisions of law enforcement practice and other relevant data. In particular to the RA Prosecutor’s Office, RA Investigative Committee, Special Investigation Service, RA Judicial Department. And as a result of the aforesaid as well as the study of RA domestic and ECHR case law and summarizing all these source data develop and submit a package for the legislative improvements detention practice elaborated by the relevant exports, having the aim to introduce an effective tools in this problematic field, with participation of the law enforcement agencies and the civil society, and as a result of its implementation achieve visible and measurable results.
At the same time, of course it is also obvious that not any study can provide a 100% CORRECT political decision…
However, the researches and assessments will help to identify programs and policies, which give the desired result using a well-defined methodological framework that is the very essence and demand of the evidence based public policy.
