Commitment to Constructive Dialogue

Discussion at the Ministry of Territorial Administration and Infrastructure, on making the 2020-2022 Budget Proposals more efficient

On 17 June, the RA Ministry of Territorial Administration and Infrastructure had organized a discussion of the Medium Term Expenditure Framework for 2020-2022, including the Applications for Budget Financing for 2020 of the energy and natural resources with Participation of civil society organisation, including the member of the Consortium of the EU funded “Commitment to Constructive Dialogue” Project, President of the Union of Communities of Armenia Mr. Emin Yeritsyan, Representative of the “Territorial Centre for Human Capital Development” NGO Mr. Arsen Abrahamyan and the representative of the Public Council. The discussion was aimed at making the process of filing the applications more transparent, inclusive, as well as expenditure programs more targeted and substantiated.

The programs included in the Draft Medium Term Expenditure Framework for 2020-2022, including the Applications for Budget Financing for 2020 of the energy and natural resources sector and calculation and justification laid in their basis and which were not objectionable, were presented to the sectoral officials of the Ministry

During the meeting, the CSO made proposals to include the “Policy Documents” in the next MTEF and budget application of the sector, in particular, the development of the Energy Balance, implementation of the 2nd Monitoring of Energy Efficiency Action Plan (EPP) and activities aimed at the development of the New National Program. With regard to the issues raised, the ministry officials reported that the development of such policy documents can be carried out through other means not prohibited by law.
