This study was conducted in 17 out of 35 communities formed by the third phase of administrative-territorial reforms. In the selected communities, the efficiency and effectiveness of the management of the communities enlarged by different models during the third phase of the administrative-territorial reforms in the RA LG system was studied. Due to the model of enlargement, the results of the enlargement were analyzed and a measurable assessment of the effectiveness of community management was done. The evaluation was conducted by the indexing, index calculation method. As a result of the study, recommendations were made to improve the policy of enlargement of the communities of the RA local government. The study also included observations, considerations and recommendations from local government and administrative leaders based on experience in large communities.
The purpose of this study was not directed to compare enlarged and non-enlarged communities or to analyze the results of enlargement in separate communities. This study conducted a comparative analysis of the management effectiveness of communities enlarged by different models. The current results of community groups enlarged by different models have been compared and an attempt has been made to identify the most optimal enlarged model.
