Project Period – June 1,2018 – May 31, 2019

Goal – To contribute to the improvement of vocational education and training (VET) and employment policies in Armenia, ensuring the proper participation of CSO coalitions and enhancing the role of social partnership.

Special Objective 1. To improve the relevance of VET supply and labor market demand in Sisian and Goris enlarged communities in Syunik region, as well as, to increase the effectiveness of career consultancy  through the creation and launch of a new model of social partnership at CSO coalitions at the community level.

Special Objective 2. To contribute to the strengthening of VET and labour market communication, the formation of the public policy and dialogue to improve career consultancy at community, regional and national levels.

Project Target Groups: 3 VET institutions in Goris and Sisian enlarged communities (305 students from 2 VET institutions of Goris community, 193 students from 1 VET institution of Sisian), secondary schools (906 students from 8th  to 12th  grades of 15 secondary schools of Goris community, 1375 students from 8th to 12th  grade from 31 Sisian secondary schools), LGs, business units, Territorial Eemployment Centers and CSOs operating in the field of education.

Project Beneficiaries

Goris (29.394 people), Sisian (30.000 people) enlarged community residents and CSOs of RA operating in the field of education.

Project Location – Syunik Marz, Sisian Enlarged Community (29 rural, 1 urban settlement), Goris enlarged community (9 rural, 1 urban settlement)

Project expected results

Result 1.1. The Social Partnership Project Model is developed and coordinated with key actors.

Result 1.2. The Social Partnership Project Model is institutionalized and implemented.

Result 2.1 The Partnership for Education Progress Network has expanded to include CSOs active in the field of education, promoting the role of CSOs in education as key actors.

Result 2.2 A package of proposals has been developed for improving public policy aimed at improving the VET communication and career consultancy system.

The project is aimed at building a sustainable dialogue between the Government, Local Government and regional authorities on the Partnership for Education Progress Network and elaborating a well-grounded public policy aimed at combining the efforts of the CSO sector in education and promoting participation.

Public advocacy for improving VET and labor market communication, career-related consultancy, as well as monitoring of implementation of policies will be implemented by the enhanced network.

Second Project – “Strengthening the Capacities of the Armenian Educational Network”

The main purpose and specific goals of the project:
MP: Promote the strengthening and enhancement of the Armenian Educational Network in the education sector through the development of the network’s internal, external and sectoral capacities.
SG 1: Improve the internal capacity of the Armenian education network through the development and implementation of network management procedures and procedures.
SG 2: Improve the external capacities of the Armenian Educational Network, the strengthening communication between VET and Labor Market, public policy and dialogue aimed at improving the career counseling system at local, regional and national levels.
SG 3: Contribute to the development of Armenian Educational Network’s sectoral capacity in education, legislation, strategic development and reform programs.
Project Target Groups: RA Ministry of Education and Science, RA State Education Inspectorate, RA Ministry of Territorial Administration and Development, regional administrations, local self-governing bodies, mass media, international sector organizations.

Expected Results
1. Armenian Educational Network has expanded and improved internal and external capacities, becoming an active actor in the field of public policy and dialogue.
2. Improved the internal capabilities of the Armenian Educational Network through the development and implementation of network management procedures.
3. The external capacities of the Armenian Educational Network have been enhanced through the strengthening communication between VET and labor market, public policy and dialogue aimed at improving the career counseling system.
4. Armenian Educational Network has sectoral capabilities in education legislation, strategic development and reforms programs.
