The Medium Term Expenditure Framework for 2020-2022 and the Applications for Budget Financing for 2020 were discussed at Gegharkunik Marz Administration with CSO Organisations

On 10 June, a discussion on the Medium Term Expenditure Framework for 2020-2022 and the Applications for Budget Financing for 2020, as well as on cost calculation and justification in the basis of bids were held at the regional administration of Gegharkunik marz based on instruction issuing from the RA Prime Minister’s Decree N-289-A of 22 March, 2019 “On the beginning of the budget process in the Republic of Armenia for 2020”.

Mr. Gnel Sanosyan, Governor of Gegharkunik Marz, heads of subdivisions of the marz administration, other employees of the regional administration, representatives of civil society organisations, including the Armenian Lawyers’ Association, were present at the meeting.

Governor Gnel Sanosyan delivered a welcoming speech, emphasizing CSOs role in the development of the province, but expressed concern that sometimes CSO representatives are passive in their cooperation. He also added that they are always open for cooperation and transparent work.

Yura Musheghyan, Head of the Financial and Social-Economic Development Department of Gegharkunik Regional Administration, presented in detail the spheres included in the mid-term expenditure framework according to economic classification articles, referring to the approved budget of 2019 and budget bid, the difference between the bid for 2020 as compared with that of 2019 and the difference of the bid as compared with the Actual Performance in 2018.

The participants asked questions about the budget articles, and got comprehensive answers from Yura Musheghyan.
